Was there a court ruling that he will pay for the child support? If there is then he can be penalized legally but you have to manifest this in court sprecially his threats so you can also get police protection. If for 13 yrs he has not supported your child why complain only now. If I were you, since you were able to survive without his support then move on and thank God that he will be away from you and your child so that he can no longer harm you or threaten you. Think of it as a blessing because now that he will be away you will find peace without his continued harrasment and threats.

Out of the other side of their mouths, they have demanded money from men, which all men who pay child support understand is a message that women still think they are helpless and inferior to men and cannot survive without receiving money from a man. Even Marcia Clark, big feminist who totally botched the OJ Simpson murder case, demanded child support from a husband who made only half what she earned.
Well, okay, so it's the law, right or wrong.
However, now women can't get men to marrry them. I have talked to a lot of men who say they have no intention of marrying, ever, since the system we have which was created by women, gives them a 50% chance of divorce, mostly because of female adultery, then a child support system which will chase them forever to send money to a helpless woman for children she refuses to let them see.
This is not my fiction. Find the Bureau of Vital Statistics. Marriage is down sharply just since 2000.
Many of the younger women here will never marry. If you want to know what US marriage will be like in a few years, look at New Zealand, though you gotta' be smarter than a rock to understand their goofy statistic system.
So, your greedy demands for child support will harm you in the long run, also your younger sisters. Please carry on.
Let me add that clearly you are getting along quite well without his money; it is not true need that motivates you to demand that money. It is true greed. Since you can demand it, you demand it.

He's probably bluffing. Go to the district/state attorney's office & get a non-support warrant issued if he's not paying under an order. Then, if he returns to the DR & stays there, you'll never get anything, but they'll arrest him at the airport if he tries to return.
