Freedmen were required to carry 'permits' on their persons if they were traveling into town which stated the reason for the visit and was given by the employer. Furthermore ,they (freedmen) were restricted in certain places from owning land near towns, being within city limits after dark,gathering in large groups(even for worship) and many times denied the right to an education. They had to prove their character,prove that they could provide an income for themselves and be able to provide for family members...if they could not meet or broke one of the above requirements they could be placed in custody and given into the service of someone for a period not to exceed 6 months(1 year for Florida). If found to be improperly caring for a child(ren), the child(ren) would be removed and placed in the service of another until said child(ren) reached their 18th birthday.
All of this was called 'indenture' but was in reality another form of slavery that was legal and aimed mostly at those of 'colored persuision'(a polite term ).

Southern legislators passed "black laws" which were directed at black freedmen. They were sent to prison for trivial violations and put into chain gangs. These chaingangs were hired out to plantations as cheap labor, but, in truth were nothing more than legalized slavery.
