This is probably out of respect for the dead and their friends and family. I wouldn't would kids running on my loved ones grave. Also, it prevents kids, or anyone for that matter, from grafetting and defacing property.

There have been a couple of theories behind the use of fences around cemeteries.
First. Grave robbery is something that has been going on for as long as we've buried people. It was well know that people were buried with their possessions. Graves were regularly robbed to obtain those precious items.
Second. Cemeteries used to be build within the church grounds. That made them sacred land and therefore a fence was place around them to denote them as church property.

or maybe it will...

No, just kidding. Its just for privacy. You don't want random people walking through the grave at any given time nor do you want anyone vandalizing the cemetery or disturbing those buried there.

Well there use to be a lot of grave diggers... hopefully they still dont exist. Besides the families want their loved one to be buried in a nice area. No one wants to see them buried in the middle of a dirt patch beside the road.

Grave robbers steal body parts to sell on the black market.
People go in there at night and desecrate graves.
Others go in at night and vandalize tombstones.
Some go in and party leaving litter all over.
Then there is the satanical groups that go in and do what ever they do.

They do that so people can't go in at night and robb the graves (like wealthy people's). That isn't to common anymore, but a lot of sicko's still do it.

Gates are not to keep the dead in.

Gates are to keep out the living who would do vandalism.
