well a hood rat my dear is a girl that is a s lut. but the word poor is saying "you are a poor slut" which means you don't get head at all. here's a detailed explanation;
hood rat: A straight slut from the hood.. the kind or girl that has probably slept with you and four of your best homies... Usually lazy as hell ..they are known to party a lot.. easy to take advantage of.

Hood Rat: this is a female who lives in a run down neighborhood and she has no integrity, is very superficial, is an opportunist, is uneducated, uses ebonics, and she is out to use guys for money, and she spends all of her money on fake hair , fake nails, and etc.
Since Hood Rats are poor, the adjective was unnecessay.

A chick from the hood w/ loose or no morals. And a hood rat could be of any ethnicity, and of any class. NOT just Blacks and Mexicans.
