There is such a simple answer to this I am surprised that the question has been asked! A pair of shoes flung over a power line and left hanging by the laces is very simply a nasty little prank pulled on an unsuspecting person by a bully. It is common amongst junior high and high school kids who want to get another kid in trouble for losing an expensive pair of shoes. Naturally, once the shoes are hanging over a power line they are not retrievable and they remain there forever or until the laces rot away! Other than this THERE IS ABSOLUTELY NO SIGNIFICANCE WHATSOEVER!!!!!! This is the correct answer!

It means some kid tied their shoes together and thrrew them into the air and they got stuck on the electrical wire. Or in other words, it meand some kid wanted new shoes so he did that so he could go home and tell his parents he lost his shoes and needed a new pair.

Yeah you kinda were given the theory, staring / making eye contact with a woman does no longer mean the guy likes her. USUALLY YOU WILL SEE SNEAKERS ON A TELEPHONE WIRE JUST BEFORE OR AT THE END OF THE SCHOOL YEAR. IF IT IS BEFORE SCHOOL CLOSES, IT IS BECAUSE A BULLY TOOK THE SHOES OFF OF SOME POOR KID AND FLUNG THEM WHERE HE COULDNT GET THEM.

in really bad neighborhoods it can mean many things... one reason could be that a kid was jumped and robbed, but his sneakers were too out of date to be taken, so they are thrown on the telephone wires
sometimes its just kids messing around and doing it too make their block seem cooler
