Yes, they have to wait one year before they can re open it. I live there.

Yes, they do. The reason is because New Orleans is
below sea level and they can't be buried under the ground.
When I was on a tour, we toured a cemetary there and the
guide told us all this. When the waters rose after Katrina,
that is why there were some coffins floating in the floodwaters.
Sad but true.

Did you know that if one of your loved ones died in Iraq, they just bring home an empty coffin, sometimes filled with sand bags? I bet you didn't. Think about it, if your cousin was blown up, are they really gunna look for all the pieces? No, they are gunna check you off on the list and send a coffin full of sand home. And possibly if you are lucky make you some new dog tags.

On top of eachother? No, they are above ground ,but not one on top of the other. New Orleans is below sea level and this is the reason they are buried above ground. There are no double decker graves if thats what you're asking.
