Ground the 14 year old for a looooonnnnnnngggggg time. Tell the 17 year olds parents what happened. (that way he wont talk to your daughter any more). and explain to the 7 year old this is not something that is supposed to happen until they are married.

Okay, first, ignore your 7 year old, because honestly, what's more important is your 14-year old daughter. That's too young to.. "hit the bed". Before you go ballistic and yell at her, what's most important is to ask her if she's been using protection, and take her to a gynecologist and test for diseases. That is absolutely most important. Talk to the boy's parents, that or just talk to the boy. Everyone says to talk to the parents but honestly, with kids nowadays (I would know, I'm turning 16 soon), sex is as much of a daily routine as having bread for breakfast.
Talking to his parents (depending on how their like), you don't know what will happen. They may discipline him, put him on lock down, send him to boot camp, you don't want to RUIN the boy's life, that's going too far. At 17, their hormones are sometimes uncontrollable. Your daughter though, she's the one who should be keeping the boy at bay, you should talk to her after the tests. Ask her questions like how long has she been doing this, is she being careful, does she know the consequences (she more than likely does, and is thinking that it's not as serious as everyone claims it to be, elaborate on this part), etc.
Lastly, your 7 year old, let her know that if she ever does that before she's 18 or married (whichever you prefer), you will ground her for the rest of her life, take away everything she loves and never talk to her ever again. Mean and harsh, but sometimes you need to set some discipline to have things go the right way. Just make sure you tell her that if she listens to you, you'll love her forever and ever.

I would explain to my 7/8 year old that sex is not necessarily a bad thing but it is very disrespectful for your 14yr old to do that in your house. Say that sex is supposed to be done between a man and woman who are in love. I would reprimand my 14 yr old but know that if she is having sex there is nothing I can do to stop it. I would make sure that she is using protection and tell her not to disrespect me by doing it in my house in front of a child.

2.Strong words with my daughter on respecting herself.
3. Talk calmly to 7 year old and explain this type of behaviour isn't the way to go.

i would have explain to the 8 years old the significance of having sex and the consequences. then i would have take the 14 y.o. to the gynecologist to make sure she will NOT have unwanted consequences, and then i would have try to have a serious talk with the 14 y.o. expecting that it will be very very hard but knowing that her future is depending on it.
in the future i would have also try to follow her more and more knowing and remembering that not everything is in my hands.

Dont' avoid it, sit down and talk to each one individual ask them if it bothered them or if they have any questions. NOt talking about it is worse.
By the way, why the hell is a 17 year old hanging around a 14 year old, isn't that stautory rape
