your tortoise will be quite happy by itself
did you see the one on tv the other day, it lived on the estate of
a property in england and was 182 yrs old, it just roamed around
wherever it wanted to go and the people fed it treats, it had a tag
attached to its shell telling his name and age and asked people not to pick him up due to his age

tortoises can live just fine by themselves. Just make sure he's got a lot of nice plants and an interesting habitat to live in and he'll be just fine.
