Only a short distance out from shore belongs to anyone. The rest is international waters.

it depends which part of it. Most of the Gulf is international water. On most coasts, 2 miles from the coast constitute U.S. waters, though there are a lot of exceptions. There are also areas owned by companies with permits from the government for activities such as oil drilling.
