Depends on the circumstances. It is not as cut and dry as 'the parents'. I read that there was a ruling where a woman could not use the frozen embryos without the consent of the man who donated the sperm. There are also circumstances where the people who have the frozen embryos decide they have no use for them anymore and turn them over to agencies that help others have babies. It all just goes according to the situation.
