No, since any "improvements" made to France by Germany were only done to improve the mobility of the German military, and any benefit to be gained from the improved roads was negated by the devestation wrought by the German occupation.
Yes, the US and Britain destroyed a great deal during bombing raids and the ground war, but all that should be made up for by the billions of dollars the US pumped back into Europe to rebuild it under the Marshall Plan.

Germany lost the war but France certainly did not win it, so I guess its a draw.
