I believe that there is no telephone number to eBay, as they handle all of their customer support via Live Help (a chat option when you go to their site, typically on the front page) or via email.
I'm sure that they have phones and with research you may be able to track someone down, but since they don't offer phone support, you may be speaking with an operator or someone who can't assist you directly and will probably refer you to the above mentioned options.
Try emailing them, I'm sure that you'll get a response from their customer support.

Go to http://www.ebay.com and check under the service section at the bottom of the page.
