I would like to block a site on my son's computer.

yep it does.!
go on tools
then Internet options
then restricted sites on sites
and type in the site (the full thing) therefore "http://www.whatever.com"

You can block a particular site by going to Tools/ Internet Options/ Restricted Sites then click on "Sites" and add the URL of the site...

If you son is savvy.. he can take it out.

Yes go to tools-internet options, type in the site's urL .
You can also go to start-control panel-internet options
