In the first Gulf war, Saddam Hussein had invaded Kuwait.

The objective then was to remove the Iraqi army from Kuwait, not to launch a full-scale invasion of Iraq.

George H.W. Bush decided to limit the war to just that, in addition to establishing means to prevent Iraq from invading Kuwait again.

Chances are good that if the U.S. had invaded Iraq and toppled Saddam after the first war, it would have turned out the way it has now: bloody infighting with no clear path to peace and stability.

President George H Bush, decided it wasn't required.
He only wanted to push Iraq back from Kuwait, which he did.
Remember, in the first Gulf War,the Iraqi Army surrendered almost immediately.

The George H.W. Bush administration wasn't willing to get into a long bloody war. Unfortunately, the Iraqis believed that was just what we were going to do. When we didn't go in and liberate them, Saddam took his anger out on his own people... primarily the ones who supported us.
