My sister has a tortise and he loves these orange treats that she gives him... he gets really excited and runs around the tank fast or back and forth. I am sure he is begging for snacks when he does this...She can't give him too many treats or he won't eat his veggies .... he does not get excited when she feeds him those.

Turtles don't 'beg' in the sense of hoping you'll eventually bring food if they behave in a certain way, although they often come to associate you with the food itself.

The good keeper does not feed the turtle based on their behavior- and indeed tries to prevent this behavior from forming.

Simply establish and maintain a solid feeding program- feed a high-quality food, serviings about the size of the turtle's head, and feed on a reasonable schedule (daily for babies, every other day for young, every three days for adults)

My turtles swim up to the front of the tank and splash around and it's so obvious when they're begging.

Oh.....kay I'll pretend that wasn't an odd question. Turtles don't beg ... but they will curl up and die if you don't feed them and clean out their tank... Please take proper care of your turtle. Turtles live for a long time and need proper care!

they run up and down the fence line like a dog and "long neck"
(stick their heads out as far as they can) to see if we are coming with the food

You can tell because they come to you when you come in the room. At least that is what mine do.
