Behind a backdrop unique in historical terms, on Saturday 19 December 1998, President William Jefferson Clinton was impeached by the United States House of Representatives, becoming only the second President in U.S. History, and the only man popularly elected as President to have been so charged.
The House voted 228 to 206 to approve proposed Article I of Impeachment (Perjury before a Federal Grand Jury), and voted 221 to 212 to approve proposed Article III of Impeachment (Obstruction of Justice).
Although the impeachment process succeeded at the level of the House of Representatives, without the Senate's confirming action in this matter, no further action was taken.

Clinton was probably guilty of lots of crimes, but the one Congress impeached him for was the relatively small charge of perjury. Clinton lied about having sex with Monica Lewinsky, the House of Representatives said, because he let her suck his dong, and she let him dip his cigars into her vagina, as a flavoring, before he lit them up and smoked them.
Sounds like some kinky sex was going on in the President's office, doesn't it? Well, Clinton is a genius for weaseling out of tight spots like that, and, somehow or other, he persuaded enough Senators at his trial to go along with the theory that oral sex isn't sex. And, with that, Bill Clinton was off the hook.
Clinton WAS impeached by the House of Representatives! But an impeachment is an indictment, a legal call for a trial on criminal charges. The trial was held (in the Senate), and Clinton was, so to speak, released on a technicality.
Various people have accused Bill Clinton of misdemeanors and felonies, including sexual harrassment, adultery, rape, conspiracy to import or sell cocaine, conspiracy to commit murder and tampering with witnesses. But nobody really pushed to bring him to trial for any of those crimes.

he was impeached on 2/4 counts but not convicted. the house impeaches the senate convicts.
obstruction of justice was one of the 2 counts - that would have been the lying under oath part.

There is no smoke without fire.....
In a court of law every allegation needs proof....
Repeated allegations of events by different women...indicates the possibility of a habitual sex offender.... the only stumbling block is the lack of concrete proof.
But... we all know... the man is a confirmed liar, and is confirmed to have sexual contact with Monica..
Did he, or did he not, sexually abuse the other women?
We all do not have the proof ....but sure as hell... we all know the answer.
The worst in the man is not just being a liar and having an uncontrollable sex urge...its in taking advantage of a young woman.....who just could not refuse a man who happened to hold the most powerful job in the world at tha time!

A BJ - and the fact that he lied under oath. Someone please give Bush a BJ so we can impeach him. We know he'll lie - it's second nature to him.

It's not just the lying, not just the BJ, but the breach of security that is involved in having a girl under your desk while you're talking on the phone to important people about secret matters. And, I suspect, it was also because lots of people didn't like him for other reasons, and chose his indiscretion as a convenient excuse.
