No I would not. I would wonder why the older sibling couldn't say what he/she needs to say in front of the parents. It sounds like he/she is up to no good.... my guess is how to get in control of their finances and acquire their assets.

Yes. I'd want to have some input into future plans and I know my older brother wants the best for our mother. It's not like we'll be trying to send her to a nursing home any time soon, if ever.
