you must you all six of them you may addition subtractin muliplication division and sqaure root.

20 = 9 + 9 + (9/9) + (9/9)
21 = 9 + 9 + sqrt(9)
22 = 9 + 9 + sqrt(9) + (9/9)
23 = sqrt(9) * [9 - (9/9)] - (9/9)
24 = sqrt(9) * [9 - (9/9)]
25 = sqrt(9) * [9 - (9/9)] + (9/9)
26 = 9 * sqrt(9) - sqrt(9)
27 = 9 * sqrt(9) - sqrt(9) + (9/9)
28 = 9 * sqrt(9) - (9/9)
29 = 9 * sqrt(9)
30 = 9 * sqrt(9) + (9/9)

9 + 9 + 9/9 + 9/9 = 20

9 + 9 + 9 + 9 - 9 + sqrt(9) = 30

I hope you don't mean ALL the numbers from 20 to 30.
