I would call zoning . I bet they did not get a permit to build it . Most city will not allow skate ramp in the yard .

Depending on your city they may have built without a permit. Your city may also have helmet laws. Every city has noise ordinances. Call the police on the non emergency number ask the necessary questions and then have them come out to issue citations.

If it is affecting your quality of living, first try to speak to the parents about toning down the noise and then if that doesn't work then you should report them to the authorities. Sad isn't it that people just don't seek to respect other peoples right to peace and quiet.

you can try running a fan it should help cover the noise. the only good thing is that kids lose intrest in stuff pretty quick so maybe they will get tired of it soon.
