Jamaican sprinter Asafa Powell is the fastest 100 meter sprinter right now. I'm just wondering if anybody what the top speed of a man running at any point in a race would be even if he didn't win it.

Jamaican Asafa Powell set a new men's 100m record of 9.77 seconds at the Athens Olympic Stadium, 14 June, 2005. This equals approx 36.88 kmh/h

Donovan Bailey 9.84 seconds for the 100-meter in 1998 at the Olympics. That's like 22 mph.
Although I didn't stop there and found that his record had been beaten by Tim Montgomery. Tim ran the 100 meter in 9.78 seconds.
But when you scroll down to the bottom of the article in USA Today you see that "Obadele Thompson ran the fastest 100 meters ever, aided by the altitude in El Paso, and an 11.2 mph tailwind. Tailwinds above 4.5 mph nullify times as records. Some stellar times that have been negated:"

I'm a guy and I agree with you completely. I value love far more than I do lust. Do things together as friends, then work on a romantic relationship. Do you enjoy the same foods, hobbies, concerts, music and theater? It takes time and effort to find out if you are compatible or not. Personally, I like the wonderment and anticipation of a possible romantic relationship.

The fastest time for running 100 m is about 9.8 s. So, someone running that fast would have run 100/9.8 m/s, or about 10.2 m/s, which is about 36.7 km/h. After taking acceleration into account, I would guess that the world's fastest person could run about 38-39 km/h.
