Does this mean anything specifically? My sister walks around naked after she gets out of the shower; I'm not a freak, but I couldn't help noticing how much her stuff saggs. She's not fat, she's never been pregnant, she's still a teenager. In gym I noticed it before too. Is this a sign for something? What causes that? Mine don't hang like that. I realize we are all made differently, but I was wondering if it was something more to it than that?

Thoes are called your "Inner lips" and they are meant to be like that. From each person it differs on size. They are there to protect from dirt and other unwanted things from touching your clit and getting in. Its extremly normal. Some innerlips can hang up to 6 cm down. Its very normal. Some girls have different sizes. One inner lip will be smaller then the other. Other girls have small ones and other girls have larger ones. They forgot to teach this in human sexuality

Her labia is just larger, thats all. Her lips are bigger than others and that is just because we are all made differently. Some women that are not comfortable with the way it looks down there, actually have surgical procedures done to make it smaller.

Everybody just seems to know that some men have genitals that hang lower than other guys. Why should it be surprising that women differ in this department, too?

I don't think that it is anything to worry about. Why do testicles of men hang differently? They just do, that's all. If it bothers your sister, have her see a doctor that specializes in treatment for sagging labia. Beverly Hills, CA is full of these doctors.

some girl have large inner labia and they poke out between the outer labia - most men find this very attractive though it is not unusual at all - in fact my wife is like that and several girls i have been with or seen at nude beaches are like that - no big deal at all

It is depending your developmetn mostly depends on your genetics. Each persons genetic is different except identical twins so do not consider any more.
