First off, you'd have to get past their backward cultures. In many places, especially Africa, a man feels that his manhood is threatened if he wears a condom. Plus, they have this weird hangup about dry sex. An African prostitute will actually use herbs and such to dry out her vagina. A dry vagina will tear like tissue paper, making easy entrance for any germ, which is why the disease rate in Africa is enormous.
You'd also have to get past the local religion. Many places view the bearing of children as a woman's God-given duty, which they must perform until they are no longer able. A woman is expected to be a Pez dispenser for babies.
The biggest hurdle you would have to overcome would be education. You'd need to teach everyone that they don't have to live like animals, and they don't have to be at the mercy of some outdated religious idea. They can use their free will to direct their lives. They can be free.
