why do the texas rest area bathrooms not offer you any privacy between the toilets, just one very short wall?

that you can easily see over, why don't they just line up a bunch of toilets against the wall, its the same thing.that's the way it was when i was there several years ago.

they do that in cali at all the parks by my house... i try not to ever go at a park...
