Its a control. You know if you get a reaction or something growing in the distilled water that you had some contamination in your experimental process.

distilled water is boiling water, collecting the condensation hence its free of sediments, chemicals, bacteria etc. some chemicals in your experiment might react to the things in tab water. every trial would be similar,
