Avery used to have printable magnetic sheets but last time I tried to order some I was told it was discontinued. This may only apply to the UK or it may be available in some other make.
Try a craft shop for a self adhesive magnet strip made by Hygloss. This is 0.5 inch by 5 foot and costs about £1.20. If they don't have it ask if they deal with Woodware who supply it to the trade. You can cut it in small strips.
For the design you could print it out and stick it to heavy cardboard then gloss it over with something like glossy accents or ultra thick embossing powder (utee) if you have a heat gun.
You could also enlarge the design and transfer it to shrink plastic colour it in and shrink it. This can be done in an oven if you don't have a heat gun. This gives a nice thick plastic top and it can be transparent, white, frosted, black or have a background design. Probably take too long though if you want to produce a lot.

You can buy magnetic sheets that you can print using an inkjet printer. It sold in packs of 6 for about $12 last time I used it. It can be tricky to find- sometimes Staples has it.
I have also used a decoupage technique using the magnetic paper as a base. You can glue the picture straight on with ordinary glue. Depending on what the picture is made out of (photo paper is fine by itself- regular paper isn't) you may want to coat the picture with decoupage glue or another sealer to protect it from water and make it easy to clean.
Alternatively, you can find magnets and strips of magnet in hardware or craft sections in most stores- even grocery stores sell magnetic 'tape' approx 1' wide in rolls of a foot or so.
Another really fun technique is to take the glass stones designed for fishtanks and vases and glue a small photo to the back and then a circular magnet to the back of that. It will take a while to dry, but once the glue clears up, the effect is really good.

Buy a sack of those clear glass "stones" in the floral supply department of any craft store or Walmart. They come in different sizes and I saw some about the size of a fifty-cent piece and a quarter. Glue your image to the flat side so the picture shows through the stone using a clear glue such as Beacon's Liquid Laminate, then add another coat to the backside of the picture to protect it. You will need strong magnets to hold the weight,not magnet sheeting. Just use silicone glue to hold the magnet to the stone.

I make cross stitch ones and they are made using plastic Aida. After doing the design in cross stitch, I iron on vilene backing then cut around the design and then stick a piece of magnet on the back!
Quick and easy to make and enjoyable to do. Sell well at fetes and car boots!
