If you are buying a container grown rose you can plant them now without a problem. This is especially true for hardy landscape roses. If you plant floribundas, or hybrid teas I would mulch them heavily with bark mulch this fall to give extra protection (don't use yard waste as it tends to harbor unbenificial fungi and insects that are trying to make it through the winter as well).

If you are planting bare root roses... forget it and wait till spring.

Now is not a good time to plant in NY. Once the rose is dormant, like in Nov. you could plant it then but it would be more susceptible to cold because it would be suffering a little root shock as well as the cold. You would want to protect it with a rose cone or a layer of leaves or mulch. It's easier to plant them in the spring because they don't need protected but if you are willing to protect it, you can do it in Nov.

planting in the fall gives plants a chance to become established before they start producing leaves and flowers in the fall. Planting in the fall usually creates much better plants for the following year.
