If the 16 year old has a boat operators license he can drive the boat. To obtain a license he must take a boat safety course. Try United States Power Squadron

It depends on the water, is it a private or Public park ? If it's Public I would ask the Park Ranger or the nearest Police department. If it's Private...you can do whatever you want, No Laws ! However....If the 16 year old hits another boat or person they can sue the parents and the 16 year old gets not so much as a slap on the wrist. Adult supervision is strongly suggested ! But, it's your call.

Answers to that should be in your state's motor vehicle web page, or if your state requires licensing of motor boat operators, then there should be a manual available from your local motor vehicle office.

It is not legally bounded but you should keep supervisor with you while driving water craft as you are very young to drive that
