passing around the ads?

i am located in california. some people putting ads to the windshield of the cars in a mall's parking lot . is that legal or illegal? are they getting any permission from somewhere?

probably illegal, but can't be sure - they may have permission from the lot owner or the mall's management company. You'll have to check before you make that citizen's arrest.
