Giving people a chance to dress up is a great idea, and makes for highly memorable parties. As for the theme, it kind of depends on the guests -- ages, interests, willingness to get wacky, etc. But some themes tend to be pretty popular -- '70s, for instance, is hot now has the advantage of giving you a ton of great music to play.
Also easy and fun is "hippies." Similar to '70s, but more beads and fewer platform shoes.
Tricky, but excellent with a dancing crowd, is disco.
Vampires are mad hot nowadays, if you're looking at Halloween.
A very simple and effective theme is hats. People you would not believe have some kind of strange hat in their closet that they love but never get to wear. This is mucho fun, and doesn't cost any money to participate.
A more ambitious way to go is favorite movie star, or favorite literary figure.

Cowboys and Indians, WOW what an era to have lived in. If I have a party that's what I would do. For the ladies, you can get some stunning fancy dress costumes. Or you could just go as Calamity Jane. Now there's an idea!

A 'T' party is good - where you all have to come as something or someone beginning with 'T'. I went to one as a tarantula, my friend was Mr T, there were a few tigers there and Trinity from 'The Matrix', not to mention a terrorist and a tomato.
