First you need to know what a blue Moon is. There are two definitions that I am aware of. The more recent definition is the "second full Moon that occurs in any calendar month." The older more medieval definition which is probably more correct is the "4th full Moon in a calendar quarter." (The two are similar but not identical). I believe a blue moon occurs once every 2-3 years, on the average, or once every blue moon for you non math types.

This is variable. The term "blue moon" was given to the second full moon in any month because it was printed in the Old Farmer's Almanac with blue ink instead of red ink.
Not every year has a month with a blue moon. The last was in July, 2004. The one before that was November, 2001. This gives about 31 months between these "blue moons."
If one uses the definition of the fourth full moon in a calender quarter, then the time period between "blue moons" is almost the same.

"On average, there will be 41 months that have two Full Moons in every century, so you could say that once in a Blue Moon actually means once every two-and-a-half years."
