The Red Cross played several roles:
a.) Visits to POW camps to ensure humane treatment of prisoners, as well as tracking and delivering mail and parcels to prisoners.
b.) Organized relief assistance to affected countries.

However, the Red Cross failed to get access to many German and Soviet camps, including concentration camps, and it held reliable information about what was going on in the concentration camps. Rather that continually applying pressure, the organization chose to focus on it's POW work, and did not push to get access to (or stop) the concentration camps, for fear that the organization might lose what little access it did have.
