No animal is inherently harmful or harmless, they simply posses characteristics, which help them survive, or not.

To a roadrunner, there are no harmful scorpions, only tasty ones!

There exists an arachnid, not a "true scorpion", called the whip scorpion. It resembles a scorpion but has no sting.

Non-venomous
Thin-tail scorpions, They have thin tails and broad, well developed pincers.
Highly venomous
Thick-tail scorpions, They have thick tails and thin pincers.
While the sting of the thin tailed scorpions can be painful the venom of this group is of little medical importance.
Scorpions are venomous but there's only one species in the United States that's considered deadly.
About 20 scorpion species worldwide also have venom potent enough to be considered deadly to humans. The world's most dangerous scorpions live in North Africa, the Middle East, South America, India, and Mexico. Fortunately, most scorpion stings are no more painful than a honeybee sting, and the entry wound may not even be visible.

Euscorpiids are harmless scorpions which possess no threat to healthy humans. These scorpions, however, could be harmful to insects, spiders or small animals.

The whip scorpion is harmless because it doesn't have the tail/stinger. It doesn't even resemble a scorpion.

It depends on what you mean by harmless. If you
mean, are there any without venom, the answer is
no. If you mean are there any that are not really
dangerous, the answer is that most of them are
not dangerous. The sting of many of them is of
no more consequence than a mild bee sting. The
whip scorpions mentioned in another answer are
in different orders, and are not scorpions. Some
of these defend themselves with an acetic acid
spray, others have no defense except their speed
and their mouthparts.

Although I'm not sure of their venom's potency, many species of scorpions in Australia are harmless or produce only localized pain and swelling and many small species stings would be unable to penetrate a persons skin.
Unless you really antagonize a scorpion, by proding it with your finger for example, they will not sting. They are thigmotactic (don't like the light) and only want to hide somewhere dark and humid during the day.
