I'd say your boy Edge, because I think that to hold a title, you should have to win a real match not a "hey here have this belt on a silver platter" match. Edge couldn't win a real match if he was wresting a 2 year old.

barry windham would be my pick although he held tag team belts,, i dont recall him ever holding a world title belt,, and i was unaware that yeasr of wreslting against hulk hogan was make rowdy roddy piper qualify as a non regular wrestler
