For halloween, I want to go as either a drunk, or as the hangover from hell and I would like some ideas as to what to do. It could be whatever you want.

You could combine the two actually!
First, get some old clothes, soak them in beer -- don't rinse it out -- and hang them up crumpled to dry. You'll definitely SMELL the part.
Then don't brush your hair for two days before Hallowe'en to get that disheveled look. On the night, paint dark circles under your eyes and rim your lower eyelids with red eyeliner. You can either apply lipstick (the brighter the better) and then smear it halfway across your face with the back of your hand (don't wash that off either!) or skip lippy altogether.
When you get dressed, make sure you don't tuck everything in or button it up correctly. A strand of toilet paper hanging out of your pants or skirt or trailing from your shoe completes your totally blotto look.
Make sure you slur your words (and slobber a bit) and stagger when you say Trick or Treat.

Hmm...what about a drunk Britney Spears with a baby doll? You should be able to pull an outfit together easily. Or, if you wanna buy the perfect Britney Spears Halloween Costume, check this one out:
