The same reason that you will fall faster if you are in a ball.
Lack of DRAG! (drag is resistance).
Paper - flat - also has the benefit of being wing like.

Air resistance slows down the flat sheet of paper.
In a complete vaccuum, both would fall at the same rate due to gravity.

The balled up paper has less wind resistance and falls faster.
