My serpantine V-Belt is still intact and I do not hear any whistleing on hissing noises from any leaking vaccuum hoses. The brakes seem to stop relatively well but it takes a great deal of force. Could it still be a vaccuum problem or is there something else going on?

that system operates both power steering and brakes from pressure from the power steering pump, if both are not working properly you either have a bad power steering pump or a bad hydro-boost unit for the brakes, because the fluid has to go through the brake boost unit for both to work.

I believe the Astros were equipped with a hydraulic power brake assist vs a vacuume type. Check fluid level of power steering pump -- pump could be failing.

If you still have fluid in the power steering pump, and your belt is ok then I would say that the shaft that the pulley drives the pump with is broken. It happens on GM trucks sometimes.
