There is nothing to keep a homeless person in one place, and they have to sleep outside, so why don't they move to a region where they won't freeze in the night?

poverty and stubbornness know no boundaries. If you became overnight homeless, would you concentrate on moving hundreds of miles south, when everything you know was right there? Perhaps you know how the area works and feel confident you can work your way back into your life if you stay right there? Or even, perhaps you lost all incentive to do a thing to better yourself because you were betrayed by the country you loved so much, would you really leave to go to an area you knew nothing about and knew no one at just because you were not happy with what was given to you free of charge?

So let me get this straight...homeless people should just move south....hmmm.....and where will the money come from for them to move south? Perhaps if they had the funds to move they wouldn't be homeless. By any chance are you a politician?
