any cell phone shop sells disposable or pre-paid phones to anyone willing to buy them. The shops are virtually everywhere so no matter where you go you can most likely find either an AU, Docomo or Vodafone shop.
I don't think the phones are too expensive but the cost to use them is. Unlike the US, the call time is not charged by the minute but in 15 second increments which adds up quite quickly. Also the price per block is usually around the 20 yen mark. international calls would be better using the phone plus a calling card like brastel so that you don't use up all your money in 3 minutes of calling.

I was in Japan for the summer holiday this August, you can get one at the airport...if it is only a short trip.. or you can try Internet cafes, it is better and cheaper with your own private room if you have time.
I have seen lots of foreigners renting one at the airport, you could try and give some time to check out the best offer.. I don't think you need more documents to show as long as they see your passport and travel documents.. they would only charge you for the times you used the rental phones and returned back the deposit after you returned it to the rental company.
have a good trip.. mine was the best ever... Japan has too many to offer...

You can't get a prepaid phone unless you have an alien registration, so it's not an option for tourists. There are many rental services available at Narita and Kansai.. you can just take your pick.

You don't even have to wait til you get into Tokyo. You can rent them at Narita airport when you arrive. All the major companies are set up there.
