You must have set the washer and dryer too hot, Gentle cycles are better for most tops and tee shirts.
I do not think you can enlarge it again

I don't think you can fix it. You can try the wetting and stretching trick and it may work to some degree. It won't ever get back its natural shape, but it may improve enough to wear it again. Do you have any kind of frame you could stretch it over - ironing board, back of a chair, etc.?
These sites offer suggestions about "unshrinking" garments. Good luck with it.

you may try to wash it in cold or by hand and lay it out flat and stretch it a little...but I think ur shirt is a loss

i don't think you can unshrink it and usually it's the dryer that shrinks things. cotton clothing and heat leads to shrinking.

soak it in warm water stretch it back out then hang dry.
