An alien race of creatures may have been technologically advanced three billion years ago. This alien race may have shot (with a rocket) blue-green algae (among other living organisms) at Earth three billion years ago. I do not see why not?

Take in to account that four billion, five hundred million years ago the Milky Way galaxy is closer to the rest of the Universe galaxies. Also the Milky Way may have collided with other galaxies in it's history.

In Earth's beginning it is covered with lava from countless volcanic eruptions. Assuming Earth's north and south poles cooled first life may have been habitable here first.

Yes, perhaps Earth received life from space 4.5 billion years ago.

The simple answer is no, based on 'Occam's Razor.'
The complicated answer is 'no' because 1- The Earth 4.5 billion years ago would not have seemed to be a good choice for such an endeavor. 2- The Solar System was not a safe place to travel through at that time. The planets had not collected up all the space debris that orbited the Sun. Take a look at the craters on all the moons.

;-D If you were an alien race spreading life around the universe, you would not waste your time on Earth at that time in Earth's development.

I see why not -- it's a very complicated and unlikely explanation for something that probably occured naturally and spontaneously.

Primitive prokaryotic cells appeared only about 250 million years after the Earth formed. That's about 4.5 billion years ago.

maybe they did fire that algae containing rocket 3 billion years ago...... followed by a gigantic nuclear missile 3 billion years later to destroy what was created on earth...
