A proxie server is a way to surf the web anonomously. If you use a proxie in Japan and someone tries to trace your IP address it will appear that you are in Japan because thats the server your going through to connect to the internet. Law inforcement agencies can get around proxies and you have to trust the proxie not to give out any info you give them or give out your local IP. Search for proxie servers on google or ask.com. your browser is checking. If you haven't set up a proxy you don't have one and it will dedect thet you don't. You'll still connect if you have service(DSL,cable or dial up)
