For the medieval period (middle ages means the same thing), I would say Henry II. He managed to instill a lot of law and order on a country that had been torn apart by civil war, and he had to struggle his entire life to do it. his biggest mistake was the death of Thomas Becket, which Henry accepted a humiliating penance for. To cast the net wider, I would say Elizabeth I, but she's Renaissance, not Medieval. (Henry VIII, her father, is also Renaissance) She cleans up a lot of messes at home and really gets England onto the world state as a major player. English exploration largely started under her, which will eventually bloom into the world's greatest navy and an expansive empire (although long after her death - she just planted the seeds)
