You're welcome to use your own definition of what constitutes "good" people.
Best: Any Texas city except Dallas, Nashville, Memphis, Birmingham, Mobile, North Carolina's Triad, Oklahoma City, Tulsa, Cheyenne, Salt Lake City, Madison, WI, New York (passionate about their city and actually pretty open to strangers.) Friendly folks, helpful, charitable to others when times get bad, prideful of their cities.
Worst: Louisville, Lexington, Any city in Ohio except Cincinnati, Chicago, Los Angeles, San Diego, Detroit, Denver, Kansas City, Washington, DC, Baltimore, Orlando, Miami, New Orleans. Where hospitality is not as common, people are more likely to be rude and impolite to your face, and folks tend not to have as much pride in their cities (except Chicagoans, they love their city.)
