I been hearing this for a minute why people say Baltimore is slow!?

I been in Baltimore several times and the city is'nt slow to me. I guess they mean the people or something like that. I know DC, Philly on point and definately New York. I but rememeber phrase from DMX if you know don't know you're slow like your form Baltimore. So is these exact?

they dont know charm city. its not slow and its one of my favrit places to go you can always find something to do at the bars and clubs. i live 10 minuts out side of b more and love the city. ive also lived in houston charlet and philly but baltimore is my favrit city by far. unless there sayin that baltimore city schools are crap cause they are.
