I believe this picture was illustrated by E. H. Shepard as it strongly resembles artwork of winnie the pooh. It is black and white, cartoon in format, and includes one sister on the ground surrounded by numerous different style goblins.

This intrigued me, as this is a favorite poem of mine...I've poked around a bit and I can't find any record of Shepherd as an illustrator for it, though. The two biggies I'm finding are Rackham (probably not) and Dante Gabriel Rosetti (whose paintings I know, but who knows about his drawing style). Cartoony sounds more like Shepherd, though...so I'm probably no help, but I'd suggest checking around to see if it was indeed possibly by her brother.
