...unless you are changing the electrical, plumbing or gas line. then you have to check with your county. it would depend on the codes. they just want you to do so safely.
if you are hiring a contractor he may need to pull a permit to make sure you are getting it done up to code. and codes change regularly.

Call your building dept and ask them they won't be checking your house believe me they don't care about your Kitchen that much but it does help keep electricians, and plumbers in line God forbid they do something wrong and set your home on fire three months down the road and you had no permits. the sytem can be a pain in the but but there are so many I CAN DO IT'S out there that sometimes a little more work up front saves a lot of agrivation in the long run. If contractors are 100% not a problem and your talking just cabinets and counter tops with new appliances I would forgo permitting everyone else does.

It depends on where you live. In my jurisdiction any structural repair or addition with a dimension greater than 12' or if the project costs over $5,000 then it requires a building permit. It only needs one of these conditions to be met to require a permit. All HVAC,electrical and plumbing work also requires a permit even if the homeowner does it themselves.

yes if you break a water seal your suppose to get a permit .That includes replacing a toilet . If your doing your own work then I would not . A permits is just another form of tax . As far as reselling a house you will not have a problem unless your adding square footage . Even if you get caught play dumb there nothing a city will do to a home owner .

Unfortunately there are professional people who will prey on the people who do not know. To check this out, I would call some of my local plumbers and ask them just to be sure. Ask them what one of these permits is. Do not call the ones doing the job for you. You can even call the state health department and ask to speak to the plumbing licensing department and ask them all about it. You will get some honest answers there and you will be better prepared to deal with those who are going to do the job.

Your local building department can verify for you if you need a permit. I suggest you get the permits. For a few bucks, it's worth the coverage when you decide to sell.
