No, the ball carrier is not down until his knee hits the turf.

no you body must touch the ground. As in a knee, elbow, or a wrist are all considered being down. All you people saying yes need to check the rule book.
The rule clearly states this. A player is down when any part of his body other than his feet or hand touch the ground (due to tackle or otherwise).
So the ball would be part of his hand.
