For as long as I can remember I have always had a problem of the outside of text and images being cut off. I thought it was because my monitor was too small but now I have a 21" monitor and still the same problem.
An example, when I open all programs I cannot see the bottom one. Anyone know what I'm talking about?
I tried adjusting the monitors settings but it doesnt help.
Plus the arrow disappears on the right and bottom but not the left and top.

Adjust your resolution in display properties. You can get there by right clicking your desktop and clicking properties. Click the advanced tab. Bump your res up a tad! You also can adjust your monitor by finding the setup on your monitor itself. I usually start by setting my res to 1024 by 768 and then adjust the monitor itself to center on the screen.

The problem can be screen resolution since you adjusted the monitor settings with the buttons on the monitor. If you have Windows you need to right click on the desktop select properties.

This brings you into Display Properties. Click on the Settings tab near the top of the window. From there you can adjust screen resolutions. Try 800X600 or greater.

This sounds like the signal to your monitor from your graphics card.
You should set the monitor not windows.
Use your monitor handbook or try changing the settings with the buttons on the front.

You should find some buttons on the front of your monitor apart from the on off one. These you will find adjust the settings. They will not affect your computer.
Do NOT alter your computer settings, they are only for setting resolution and and number of colours.

you need to change the settings for your monitor, via control panel and display, try it anyway!
