There are two things going on here that cause this phenomina.

1. Surface tension.

Surface tension is a measure of the strength of the water's surface film. The attraction between the water molecules creates a strong film, which among other common liquids is only surpassed by that of mercury.

This surface tension permits water to hold up substances heavier and denser than itself. A steel needle carefully placed on the surface of a glass of water will float. Some aquatic insects such as the water strider rely on surface tension to walk on water.

2. Static electricity.

Objects that are charged with static electricity are attracted to ground or other objects with an opposite charge.

Answer:

Beard stubble is basically thick hair and it contains static electricity when rubbed or moved against other objects. The charged stubble floating on top of the surface tension of the water will seek to discharge itself to ground. (FYI Purified drinking water is not the best conductor of electricity.) Therefore electical attraction of the stubble will cause it to travel up the side of the bowl on top of the water's surface tension until it comes close enough to the porcelin bowl where it will discharge its static charge through the water.
