1.open the recycle bin 2. find the program that you deleted 3. double click that program. the programs shortcut will then be on your desktop.

Wow, it looks like no one can read. The user said the files were deleted FROM the recycle bin.
All files ever "deleted" from the computer (yes, even after the recycle bin is emptied) remain stored on the hard drive. That's how some criminals get indicted by the FBI, people! (Thank God).
Anyway, it's not easily retrievable, BUT it is possible. TRY NOT TO SAVE ANY ADDITIONAL FILES TO YOUR HARD DRIVE BEFORE YOU RECOVER THEM! Your "deleted" files have been marked to be deleted at another time, if your computer wants to use the space they take up for other stuff you save.
There are file recovery programs you can try, though I can't personally vouch for their efficacy (http://www.smartundelete.com/ popped up in a search. I've seen http://www.dtidata.com/fast_file_undelete.htm, as well as http://www.smartundelete.com/?id=sugg recommended elsewhere.)
The problem is that saving programs like those to your computer takes up disk space, so it's possible for your PC to overwrite the very files you are trying to recover. Download the program on another computer and run it from a disk.

Right click the Recycle bin, Click Open, and click Restore all files.

If you have not emptied the recycle bin, simply double click the icon on your desktop. You'll see a drop down menu that says, restore these items. Click that and your files will automatically go back to where you had them.

you cannot recover files permanently deleted from the computer. :)
if the files are still kept in the recycle bin, simply right click on the file and click restore. the file will be restored to its original location. :)

Right-click on your item and click restore. Items that have been deleted from the reclycle bin cannot be restored.
